The District of Estación Central between the years 2005 and 2017

In 2017, the absence of regulation of real estate development in the Commune of Estacion Central emerged as a public problem, through the so-called “Vertical Ghettos”. The research seeks, based on the documentary analysis of the Commune Development Plan (PLADECO) mainly, to answer whether this real estate development is the result of the lack of Commune Regulatory Plan, or is the product of a local public policy agreed between private sector actors and public. The Theory of Urban Regime by Clarence Stone (1989) is proposed as a referential framework, which will allow to recognize which are the structural economic dimensions, from the agents and the political orientation, to characterize the Urban Governance from the Real Estate development present in the Commune of Estacion Central.
